August 11, 2023: Amended Declaration Of Nittany View Meadow Condominium Unit Owners Association

The Executive Board of Nittany View Meadow Condominium Unit Owners Association has unanimously approved an amendment to our Declaration of Condominium. The purpose of this action has been discussed at several annual meetings and described in the minutes of these meetings.

The previous and original Declaration of Condominium filed by the developer contained numerous obsolete references and requirements related to the initiation, management, and transfer of the Association to the new unit owners. Since our association has no ongoing relationship with the now-defunct developer, these obsolete references and requirements needed to be removed in order to bring our Association into compliance with the written documents.

A thorough review and evaluation was conducted by our attorneys, Stover McGlaughlin and the resulting Amended Declaration was approved by the Board and filed with Centre County. As described in the opinion letter from the attorneys, the Board has the authority to adopt the amended Declaration on behalf of the association because the changes are only technical in nature and provide correction and clarification of the existing provisions.

July 6, 2023: Reminder of Rental Restrictions: NVM and College Township

Nittany View Meadow Unit Owners Association Board would like to remind all unit owners of the requirements and restrictions for rentals within the association.  Recent complaints have been received by the Board of suspected rental activity that is prohibited or controlled buy both the association and the township. 

To begin, College Township prohibits rentals of any kind without a rental permit as follows:

  1. No person, firm, or corporation shall rent for any duration of time or advertise for rent without first applying for and receiving a residential rental permit from College Township. 

Permits are non-transferrable and must be renewed annually.  Currently Nittany View Meadow in not aware of any active rental permits on any units.

Applications for residential rental permits shall be made in writing to the College Township Zoning Office by the owner of the rental dwelling unit(s) or his/her designated agent. The application shall include:

  1. The name, address, and telephone number of the dwelling owner, the owning partners, if a partnership; and/or that of the corporate officers, if a corporation;
  2. The name, address, and telephone number of the person in charge,
  3. The legal address of the dwelling;
  4. The type of dwelling, as defined by Chapter 200, Zoning;
  5. A visual representation of the property showing the dimensions of required off-street parking being provided as defined by § 200-11D;
  6. Proof of insurance. The applicant shall provide a copy of the insurance certificate for the residential rental dwelling unit(s), as required in § 160-6;
  7. A signed statement (provided as part of the application) acknowledging that the owner is aware of all rules and regulations contained herein and that failure to follow said requirements may result in the denial of the residential rental permit for the affected property;
  8. An acknowledgement that the person in charge has read and understands the contents of this article, Chapter 152, Property Maintenance and Fire Code, and Chapter 200, Zoning; and
  9. Application and permit fees are due on submission.

Upon receiving a long-term residential rental permit from the Township and Centre Region Code Administration, the owner of a residential rental property shall continue to renew the Centre Region Code residential rental Permit as per Chapter 152, Property Maintenance and Fire Code. In addition, owner(s) of residential rental properties shall also be responsible for submitting the following additional information to College Township if any of the following occur:

  1. The owner of a residential rental shall be required to provide information regarding any changes to the items provided to the College Township Zoning Office at the time of initial application for the residential rental Permit;
  2. The owner of a residential rental property shall notify the Township if a current long- term residential rental changes to a short-term residential rental or vice versa via a new application process as set forth in §§ 160-8and/or 160-10; and
  3. Failure to maintain rental inspections through Centre Region Code Administration will be cause for denial of renewal.

Chapter A230 Fees and Penalties:

Rental permit violations and penalties.

(1) A property owner who does not remedy any violation of Chapter 160, Article I, Residential Rentals Ordinance, within 30 days, shall be subject to a penalty in the amount equal to $50 per day in which a dwelling unit or portion thereof is in violation.

(2) Short-term rental summary violations. A property owner who is in violation pursuant to § 160-11C the following schedule of penalties that occur within a calendar year, January to January of the given year or permit cycle.

(a) First offense. Written warning/notice of violation sent via certified mail or hand delivered with signature of receipt;

(b) Second offense. Minimum $500 fine; and

(c) Third offense. Increased fine of a minimum of $1,000, and calendar year/permit cycle suspension of rental permit.

The Bylaws of Nittany View Meadow restrict the minimum rental period to One (1) months and cannot be leased to more than three unrelated individuals. Unit owners must have a Rental permit and a signed lease agreement.

March 21, 2023: Public Notice - Important Information About Your Drinking Water

Message to all customers served by the State College Borough Water Authority: An application to have the Authority’s public water supply permit amended was submitted to the Pennsylvania Department of Environmental Protection (DEP) on October 7, 2022 requesting to discontinue the addition of Fluoride to the drinking water supply. The application was published in the PA Bulletin for public comment, which closed on November 28, 2022. Approval was granted January 3, 2023 to cease fluoridation.

The State College Borough Water Authority will cease fluoridation on March 31, 2023. It is important to note that this will in no way affect the quality of the water. The water will continue to meet all DEP drinking water regulations without the addition of fluoride.

Please share this information with other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses).
